My CD does not work on my new computer. And on another one older, it works only for vocabulary and pronunciation, not for dialogs. It doesn't understand what I am saying.

Your product might be too old to support newer operating systems, therefore the cause to your issue. I've searched for this product and it doesn't appear to be available anymore. The developer's website that was previously used for Talk To Me is now pointing to Rosetta Stone.
The application on CD is not compatible with Windows 10. According to the system requirements, the newest version of Windows where you can install Talk to me is Windows XP. This means you will have to browser the CD on Windows 10 and apply a compatibility tweak. Right click the installer/setup and go to Properties > Compatibility. Select Windows XP from the list and then launch the application. There is no update as well.
